Job Description : Overview and Manage Contract Formulation Activities including Pre Qualifications of Bidders , Preparation or Compilation of Request for proposals Tendering Process , Bid evaluation , Negotiations , Preparation of Award Plan , Preparation of Letter of Intent and Preparation or Compilation of Final Contract Document for all Contracting activities. Estimation of work to be subcontracted along with cost evaluation. Preparation of list of items along with the quantities for generating quotation or tenders. Calculation of quantities based on site measurement. Preparation of tender documentation and inviting bidders for the same Inviting quotations from existing contractors from databank and also finding new avenues of suppliers for carrying out the contract Development of selection criteria and covering the issues like competitive rate offered, credentials, past experience and performance, key financials. Preparing technical specifications, scope, deliverables, based on requirements generated. Study rate and terms submitted to establish target rate of award. Co-ordination with Project in-charge for evaluation of contractors based on the specification supplied and past experience. Provide clarification, explanation to subcontractors on technical and commercial issues to facilitate their submission of technical or financial proposal. Evaluation of offers to select contractors meeting criteria, which includes Carrying out Detailed Rate Analysis of items Comparing the Quotations with Rate Analysis. Comparing the offers with the Budget Provisions Recommendation to award the contractors. Forwarding the proposal to the contract committee. Budgeting and Cash Flow Preparation for the projects. Prepare Contractual documents specifying all the terms and conditions and keeping within the interest of the company. Verifying the documents with required departments and getting approval on critical issues of the contract. Maintaining all documentation for future record Check systematically the progress of the work and suggest initiation of measures for improvement within the scope of contract. Liaise with site staff for construction information to locate and thereafter evaluate the cost and value of all variations and likely future variations. Maintaining awareness of new and emerging technologies and the potential application. Provide active supervision and technical support for assisting finance and accounting personnel. To verify the invoices submitted by the contractor and issue interim payment certificates. Maintain the subcontractor data bank Grade the subcontractor based on performance into categories and. Conduct time-to-time meeting to discuss performance, resolve issues or conflicts. To verify the bill of quantities with the actual site conditions. Checking of Interim payment certificates every month as per conditions of contract Resolving or escalating issues in a timely fashion and delivering within the deadline. To inspect the contractors request for extra items and prepare rate analysis and variation orders. To maintain a day-to-day diary of all the activities, programme, progress, site problems etc. to facilitate evaluation of contractors requests for extension of time and claims. Approve or suggest modifications in the contractor?s work programme and method statement. Preparation of physical and financial monthly progress reports, working drawings, cost estimates and liaison with the Engineers. Preparation of final payment applications to Client, including the identification and evaluation of variations and claims and negotiations for final settlement of it. Checking of contractual claims and variation orders. Dispute Resolution
